You're doing the same vicious cycle.
You either restore from backup or setup as new.

Haha! Oh man. I think he wants to restore as NEW first. Once the phone is empty, then restore that empty phone to pre-JB backup status.

Should be fine.

i gotcha, kinda hard to think about when you have never done it. i was thinking you could set up as new, then sync the backup. i guess you just cant.

so my question is whats the point of having a prejb backup if you cant use it? because when i tried to use it, it kept putting cydia and other back on after restore. im just confused i guess.
 
so i restored from my last back up, pre jailbreak. but when it was done restoring it still had cydia and all the jailbroken apps. why????

I'm confused ???, how are you doing your restore?

It sounds to me like you are not using the Restore button to restore but rather just right clicking on your device and choosing "Restore from backup" which will only be restoring your devices data and settings.

There is no way you can be reloading the firmware then restoring from backup and be having Cydia etc. back on your device without first having had to rejailbreak it.
