The post you quoted is from about 9 months ago. When it was written, it was absolutely true. Also, when this thread started, people were referencing what we now know is the iPhone 4S. The title of the thread threw me for a loop too, but noticing the dates of posts, things started to make more sense. This rumor was effectively debunked already as the phone in question already released on all carriers WITHOUT 4G LTE.

In a way the post was right. The 4S does do 4G HSPA+ on AT&T, but not on verizon. So the claim that the AT&T 4S would support higher data rates is correct. In fact, now with 5.1, my 4S actually shows "4G". As for LTE, neither do that, but AT&T did get a faster version then verizon this time around.

Look at the source that was posted in the original post. It is about LTE.
