I think the Safari icon is one of the worst in iOS 7. The redesign took away one of the signature elements, the compass rose, that established Safari as a distinct brand. The general shape of the Safari icon was so recognisable that you didn't even need colour to represent it (just watch the original iPhone introduction to see what I mean). Now the icon is just a dumb, generic compass with no personality.
I'm doing bachelor's degree in industrial design... but degrees don't and shouldn't mean anything in the context of this debate. This is a matter of taste and people's own sense of aesthetics (everyone posesses them, not just designers).
If someone thinks an icon is ugly, a designer saying it is one of the best in iOS 7 is not going to make them change their opinion, no matter how professionally the designer backs his views on the subject.
If we ranked icons based on how well they adhere to the grid system, of course Safari is one of the best in iOS 7. That alone doesn't make an icon beautiful, though. There are always other details to consider.

The problem with a lot of the icons are is that they use too much white! That and some icons use gradients that go either way and others are actually flat. There's no consistency but seeing as the icon designs for Apple's downloadable apps in the App Store (iLife and iWork, etc.), you can see that they have a more harmonious and constant feel to them. I would love to see that applied to the stock home screen icons since I assume the other icons were designed by app designers and not the marketing teams (seriously WTF?) whose designs were all over the place.
