Safari wont properly download videos after updating to 18.4.1

iPhone 13, updated to iOS 18.4.1 3 days ago. This is what happens when I download videos in safari:

It will download all the way but wont fully complete. Sometimes if I press the X and then the redownload icon, it will download properly the second time, but sometimes it wont. Never had any issue before, this all began after I updated to iOS 18.4.1.

Seems like there is a few more that has this issue, the % seem to be part of the issue.

I had similar problems with downloading when I had icloud private relay turned on. You don't use that too, do you?
