Saw someone steal an iPhone. What do I do?

I was entering a room and I saw someone picking up an iPhone from off of the floor. How can I get Apple to track the device so they can report it stolen to AT&T?

1. How do you know it wasn't their iPhone that they were picking up off the floor? Believe it or not, people do drop their phones.

2. If you were concerned with that person "stealing" the phone, why didn't you confront them, right then and there?

3. How would you possibly expect AT$T to be able to track a device that they know nothing about, hours, possibly days later?
