Is there a way to get a Mac to automatically run a certain program, or at least open a program, on a monthly basis?

You can use iCal - create an event and set the alarm to open a file, and select the application you want to open. Set the repeat to monthly

...or, if you want to do it the *nix-way, use something like a cron script (try cronnix or similar if the terminal is a bit scary 😉).
