Maybe get a replacement phone? It could be an issue with the touch ID.

On the subject of touch ID, today I went to my phone and it was asking for my passcode to enable touch ID. Is this some sort of security feature where occasionally it will ask for passcode instead?

I think its usually if you have carried out a software update, or not unlocked your device in 48 hours, it asks for a passcode.

Yeah I noticed if I reboot my phone, it will require the passcode instead of my thumb

It's always been that way. The first time you unlock the phone, after rebooting, you have to enter your passcode.

I'm tempted to think that dry skin on my thumb is the issue, which changes the signature a bit.

Any other things I can do?

It's more of a type of fingerprint-altering dry skin that doesn't really go away no matter how much lotion you buy.

Mine is perfect, I have had the 5S, 6 and 6S Plus and now SE, the only time it was bad was the 5S. It was so bad I turned it off in the end, looking back I should have swapped it for another.

ask the police where you live on how their CSI teams handle this. maybe they have some options.
