Can't reproduce it running iOS 8.4.1 on my iPhone 6. Glad I can't upgrade now.
 
When you disable Siri the feature called 'Voice Dial Only' appears and you can choose the language but can't disable this feature it seems. This feature is not Siri, it is just local voice recognition for dialing only.

I'm pretty confident this is what we're dealing with here.
 
Siri just told me to unlock my iPhone first when I asked her to Search Twitter on the lock screen.

This could explain the source of the bug, but it is the GUI of SIRI which appears, nothing else. Does this be the case also if you use voice recognition for dialing only? (I never used voice command to call someone)

And: I NEVER EVER used Siri - so "recognition" should be impossible because Siri NEVER EVER has learned my voice - at least I did NEVER intend /allow Siri to "learn" or "recognize" my voice!

And: It is nevertheless bizarre that a blocked iPhone can be used by anyone to call someone from my contactlist… this should be impossible..

Siri doesn't have to learn your voice in order to operate. It gets better over time but for most people it works very well out of the box. I expect you are finding Voice Control rather than Siri.

What annoys me is that there is no way no make notifications anonymous. It would be nice to just read that there is a message, without names or content displaying on the screen. Androids can do that.

You can have a notification appear on the screen without content. Personally, I want to know who has messaged or emailed me. It dictates whether I look at the message now or later. Who are you trying to hide from whom? ;-)

YES, there is the german word for "Voice Control" appearing on the screen. So this different from the Siri screen?

Nevertheless - at least the possibility for third person to use Voice recognition should be blocked. Imagine, Voice control starts (as with the one of my iP5) to connect a third person (or a child) with a contact in a foreign country for hours! Could cost you much!

If you have time enough to do this as a third person, you could try a lot of names and contacts and if you get the connection, you know that this person has at least contact with these names.

I don´t know if you can do more with the Voice control, but I think this might be the case…

I did this several times now.

It works again and again, each time Siri connects me with a different contact.

at the beginning I wanted only to know if Siri is reactive… and was shocked that Siri even connected me without demanding it to someone from the contacts…

At the moment I don´t have the possibility to make a video - If I can, I will record this.
It is a well-working iPhone 5 (= no fingerprint lock) from 2012 32 Gb updated yesterday from IOS 9.2.1 to IOS 9.3.1

I can´t believe this…. but it is true. did it 4 times now...


Are you sure you understand the difference between Siri and Voice Control? Disabling Siri does not disable Voice Control.
 
I may be one of the few who feels this way, but I don't allow anything from my lockscreen - Siri, notifications, or otherwise. Never have, even when I used to JB and tweak like crazy, and especially not now that coked-out Touch ID is here.

You can also disable using voice control for dialing under the passcode & touch ID settings.
 
Oh so try doing search twitter and then unlocking. Then allow access to twitter. Lock the phone and do it again, and no password is required to search. Seems Siri currently didn't have access to my Twitter profile.
 
Confirmed, this is real! I'm on 9.3.1. Just say 'Search twitter for gmail.com'. Then click a tweet with an email address and force-press it.

It's not related to Voice Dialling. Just make sure twitter has previously been able to work with twitter before locking and checking.
