I would imagine the idea would be:

Purchase your allotment of data: $30/2GB, etc.

Each tablet would be $10/monthly to tap into that data.

Maybe someone who knows for sure could confirm that, though.

2GB of data is actually $60.

Add a $10 tablet to that, and the cost is $70.
Add 2 $10 tablets, and the cost is $80.

You can add as many tablets as you'd like, but they each share the same data allotment.

I mean w/ a prepaid plan? Can I just sign into another ipad w/ my prepaid plan and would it work?

You can switch devices but you can't share connectivity in the way that you're asking.

Nope unfortunately

However, Verizon has hotspot so if the devices will be used near each other, you can just hotspot one of the devices to the other

Curious just what do you mean by "share"? Share as in simultaneous? With both iPads having an active connection at the same time? Or share as in signing into one account at different times, on two iPads? The latter is possible with AT&T.
