I tried to report it from Chrome on my desktop and none of the drop-down categories are working. Wonder if that's because the listing ended.
 
Based on the seller's previous sales, and the fact that google places him as a dog wash franchisee and a house cleaning service (read hare brained schemes), I'd say the guy dabbles in some questionable activities.

Would the activation lock still work if the phone was turned off right away and the owner could not lock it through Find my iphone online?
 
The prices on activation locked phones make me think that there are at least a few people who know a way around it or something like swapping parts on the logic board there are some really smart people that buy on ebay.Either that or they are thinking ha ha dummies I'll do a dfu and be set idk what's up but I've seen quite a few going at a high price

Buyers are most likely unaware of activation lock and just think they can DFU it and be up and running.
 
It was relisted and sold again. Why does eBay even allow this kind of thing? The phone is clearly stolen or warranty fraud. If you check his feedback you can clearly see he did it with an iPhone 5 too.
