And then he would have to either buy a controller a a MOBO that has an IDE controller on board. I think ASRock Extreme4 GEN3 has one but I wouldn't recommend the board.

I actually have it right now but I'm going to get an ASUS Friday.

Originally I went with an ASUS P8Z68-V Pro GEN3 but got 2 in a row that had defective memory rails. But I'm going to order the ASUS Z77 Deluxe this time ;)

Make sure to check both ASUS and Corsair sites for compatibility (QVL or Qualified Vendors List) before you buy the RAM. Also make sure to buy a 16GB kit rather than 2 8GB kits.

It would be good enough but he can use Sandy Bridge in a Z77 board. If he goes with that he future proofs himself. At this point the P67's are a bit old. If not Z77 at least Z68.

I think having the best MOBO you can afford is top priority. Everything else is easily upgradable.

Everything looks compatible but you have to check the memory like I said earlier. And as far as the memory goes take a look at G.Skill. Here's a 16GB kit that will more than likely be compatible with the ASUS Z77.

I would still check in the G.Skill forums just to be sure the RAM is compatible. It should be but they haven't updated their configurator to include the Z77 boards.

The ASUS I linked to is $139 and the RAM is $99.

You can compare the three budget friendly ASUS boards to see what the difference is here and here

Here's what I have for you so far, it is a bit over budget BUT the reason being is I went with trying to future proof your investment. I went with 8gb of ram and put that money towards a good PSU that should last you a long time and will be powerful enough for when you decide to go the single card route like a GTX 680 :)

You could go with the Asus P8Z-68V LX to save a few bucks. As for water cooling, I would get the XSPC RASA yes its a little more money but that setup allows you to add to it later if you want to cool more than just a CPU. It's a good bang for your buck.

That build looks okay for a start. I'd drop the PSU down to around 500-650 watts. Seasonic is a great brand, as is Corsair. That should save you a little. Next, unless you already have a hard drive, 64gb will likely not be enough. The Western Digital Caviar Greens are fairly cheap as far as data drives go (not for a boot drive, they're only 5400rpm). Also, look into an aftermarket heatsink if you want to do any overclocking at all. Check out the Cooler Master Hyper 212+ or evo. Those shouldn't cost more than $35 and are some of the best and most popular coolers out there. One more thing, if you don't need all of the features of that motherboard, look into getting a cheaper one.

I got the SSD for boot getting 4 momentus xt 750GB in RAID 0
 
I know these are frowned upon here, but getting a gigabyte motherboard almost guarantees future hackintosh operation. I've got a gigabyte GA-Z68MX-UD3 with a 2700K running at 4.5ghz. It's a monster hackintosh. Rips through handbrake conversions like crazy. Also chews right through my D800 36MP files like they came from a P&S jpg lol.
