just to be clear, 4.3 can be jailbroken (4.3.1 and 4.3.2). the only thing you'll be losing is an unlockable baseband, if you're using a SIM locked iphone ie Tmo sim on AT&T iphone etc.

You can maintain the unlockable baseband if you want by using Tinyumbrella or by restoring to custom ipsw.

If you aren't sure or feel no need to upgrade, then I just say to keep it as is. No point having to deal with putting all your JB stuff back.
