You could call them up and see if they can do the process over the phone to unlock your iPhone officially....

Did you actually read nebo1ss's respond? I believe he clearly stated the reason why you are able to downgrade your baseband.
Keep your imagination to yourself because you don't even know that you need PwnageTool to preserve his baseband.

Whether or not it can be unlocked is up to the carrier. Don't waste your time asking on forums, contact O2. Is it safe? Well, of course it is! Why wouldn't it be? In fact, it's more than safe, once it's officially unlocked, you never have to worry again about accidentally updating your baseband!
You are providing conflicting information on the source of your phone. In an earlier post you stated it was purchased from O2 now you are saying Orange. Also your phone is not a factory unlock model. In the UK you only get a factory unlock model if you buy it at the Apple store. That is where you should have purchased your phone in the first place.

Orange also has a similar procedure.
However, Since the IP4 is so new I am not sure that they have starting unlocking them yet.
In both cases you need a pay and go SIM card from the carrier with enough Credit on it for them to deduct the unlock fee, Sterling 15 for O2 and Sterling 20 for Orange.

And how may I ask is he going to do that without SHSH? Even if he could how would that help him. The 2.10 baseband is not going to downgrade to 1.59. Did you even bother to read the thread?

I had couple of conversation with orange UK.
Try to convince them, but it didn't work. They need the original sim that came with IP4 to unlock it...also they need at least 3 month to use the sim and then they will be able to unlock it officially.
I am really helpless. is there any solution.
