Presumably, this bug also affects the iPad. If you have a built-in SIM like the new one and that is the SIM you're using, the ejection method won't work--plus, of course, it takes a bit longer and it's a physical change the OS can't really guard against (I understand the second poster is joking, but...).

If one also removes lock-screen Control Center access, one might assume their device is reasonably safeguarded against this particular type of change; that is why this presumed bug may be concerning for some people (though Siri could also be disabled in the meantime).

or you could just shutdown the ipad.
 
I tested it with multiple locked iPhones. It can be disabled without unlocking the iPhone.

Just say to Siri, "Cellular Data" that's all. 2 words.

It's a big deal because people can turn off cell data without the phone owner knowing. Imagine in a emergency trying to use your phone and not having cell data or whatever. It's an issue even if it's not for you. And most people don't easily know to to re-enable the cell data to be on, unlike airplane mode which shows a airplane icon.

if you don't know how to activate cellular data, you shouldn't have a smart phone

I tried it this morning with 10.3.3 and it worked. I said "Hey Siri - cellular data" and it gave me the status (on) and asked if I wanted to turn it off. I then just hit the toggle button it was displaying on the screen and it turned it off. I then unlocked the phone, went into settings, and sure enough, it was off. If you ask Siri to turn it off instead of just using the toggle displayed on the screen, then you're prompted to unlock the phone first. Definitely inconsistent and definitely a bug.

I can eject your SIM, power your phone off, enable Airplane Mode via Control Center, or use a signal jammer

But like the guy above it should still be fixed
You forgot using a faraday cage too ;-) that allows you to mess with the phone without even having to go into airplane mode.

haha, looks pretty complicated though

But it shows there's a few ways to turn off or disable the radios in an iPhone, so disabling Cellular Data doesn't have any impact

Well, impact in that that it provides an option that isn't supposed to be available there.

Yes, that inconsistency is what makes it a bug. Obviously Apple needs to look closer at Siri functionality and security. Even if people can just pull the SIM card out, there's still the future of the system to consider. Some day we might not use SIM cards as a security feature. The OS should be consistent today. Something Apple are having difficulty with right now (their software is riddled with iOS 7 bugs they've neglected to fix for years, while continuously releasing new versions to sell more phones).
