Just remember this is for 18.1, not 18.0. So 18.1 is likely in 6-8 weeks and they could easily delay it if needed, but I haven't seen the issue myself and I've been on the 18.1 dev beta since the first release on my 15 PM.
Don’t go into AI settings or it will mess it up

Some iPhone owners who have the iOS 18.1 beta installed appear to be experiencing issues with the Siri personal assistant, which has stopped working sometime over the course of the last couple of days.
It's working on MacOS 15.1 right now. Yesterday it had very bad latency. AI is active on iOS/iPadOS 18.1 and MacOS 15.1 betas.

When I first set it up as a UK user it worked fine the first time when I switched to the US language, switched the language back to the UK after a day or so and then back to the US region and then it got stuck on the 99% downloading bug and nothing seems to fix it.

Roll on the next beta and hopefully this one is patched.

Could've stopped this headline after the first 3 words, no?
Or the first five if you want to be honest. 😀

It certainly doesn't do everything I'd want, but since I understand what it can do it does most everything I ask of it.

It is not working but for a reason

Check it out

First Impressions. Going to be terrible when first-time iPhone owners get their iPhone 16 and can't even use a 10 year old feature.

For first-time iPhone 16 owners this won’t be an issue, as they will come with iOS 18.0 preloaded.

There are multiple reports from people experiencing issues on social media, as noted by 9to5Mac, as well as complaints on Reddit and the MacRumors forums. Impacted users are seeing a "Siri Not Available" banner when attempting to use Siri.

The banner says that "Data for Siri is downloading" or that users need to "Connect to Wi-Fi to complete Siri download." Either way, no download completes as it seems to get stuck at 99 percent, and Siri remains unavailable.

Not all users who are running iOS 18.1 are impacted, and restarting does not fix the problem. Turning off Apple Intelligence allows the old version of Siri to work, but toggling it off and on again also does not address the issue.

It is not clear what happened with Siri, but it is worth noting that iOS 18.1 is a beta and there are often bugs in betas, which is why caution should be used when installing beta software. Apple will likely push out a fix for the problem in the near future.

For now, if you need Siri access and are running iOS 18.1, temporarily turn off Apple Intelligence.

Rats..today my iPad’s Siri stopped working. But Siri on my iPhone 15 pro max was working. Then few hours later Siri stopped working on the iPhone.

I'm not having this issue right now, but I did gain this issue after going several days without connecting to wifi on 18.1 beta 2. It just got stuck and would never activate including from "Hey Siri", which was really fun considering I was doing a lot of driving. It seems like this is not wifi related for the new issue, but weird.

In general, I regret jumping onto the 18.1 beta track instead of just staying on the 18.0. It has been absurdly buggy and slow, and the only nice feature that works consistently is notification summaries. (However, they have a really big issue with failing to understand context or sarcasm.)

I assumed new iPhones would come with the _latest_ iOS, I didn't understand it would be 18.0
Yea it's a bit confusing this year since the point release beta hit before the main release. They're doing it to test the Apple AI features with a wider audience before its October debut.

The fix for me was the following

1) turn off Apple Intelligence in settings, immediately close out of settings
2) turn off iPhone, iPad as normal
3) turn on then turn on Apple Intelligence
4) immediately close out of settings when turning it on
5) force reboot the device vol up, down, power
6) give the device 20 or so seconds on the homescreen and try hold down power to invoke the AI

If the old Siri orb appears but immediately keeps disappearing, keep trying to invoke

If this worked for you, do NOT go back into Apple Intelligence settings as it will brick again and you will have to repeat the steps

I'm having this issue. The download is stuck at 99% and has been for 3 days. It's a good thing that the iPhones 16 aren't launching with AI, because it def. needs some wrenching on.
