I'd have to agree with this. I actually don't think that Apple has to upgrade it this year as mine is fine for performance. It's always nice to have a CPU but Apple can be stingy with upgrades.
It always amazes me there are so many the are pining to spend money constantly for "upgrades" and features that have little or no value in daily real-world use.

Some people want to have something that is current technology inside and out instead of a front facing came like in Mini that is going on 5 years old, 2 GB of RAM only, old looking chassis dating back to the original iPad Mini and screen that is the same as the original Mini too.

You have to remember that it isn't just people that already have the latest device that want to upgrade, and many that do upgrade justifies that because that triggers a whole chain of family/kids getting one generation newer devices.

Personally I want an updated iPad mini 100% only because I need it to have Face ID for it to be useful to me.

As long as it keeps the home button I will buy every single iPad mini on day 1. Why a home button? The biggest market for the smaller ipad mini is kids with small hands. Kids are smart, but the home button is so intuitive compared to the swipe interface. School use is why it also needs a headphone jack.

Wouldn't kids benefit more from the budget iPad with the larger screen?

Not if they're too small to hold it.

I’m sure that may be true for very small children. In a classroom setting I expect these to either be used with a pen or on a stand to make prolonged use possible.

So it will look something like this? Numbers are the pixels in this image (diagonal is enlarged 8,4/7,9x)

Wouldn’t smaller bezels mean the form factor would probably retain the same or similar dimensions with a bigger screen?
A large share of mini users are mini humans who are more prone to dropping / throwing them. I actually like the big bezels because case designers can more easily make shock resistant cases. It's my favorite iPad by far. Being able to hold it with one hand outweighs any features offered by the bigger / faster models.

I had a go at this myself, the green line = 7.9" and the cyan line = 8,4"

If they want to keep the dimensions of the iPad mini itself the same, I don't see how they can keep the home button. The potential bezel looks very similar to the iPad Air 4th gen if the 8,4" rumored is true.

Your image would seem to project the side bezels get wider. Shift the axis on the blue line to keep them where they are and see what you have then. Also consider that the home button and camera are centered in their bezels. If those narrow, they both move respectively closer to the edge.
Edit: while the image above shows the home button centered, it is not on my mini 5. I still contend that there is room to squeeze the home button and camera into smaller top and bottom bezels while leaving the side bezels the same width.

Imagine shaming people for having a hobby they’re passionate about. We don’t criticize you for how you use your wallet, so give us the same benefit of the doubt that we’re able to manage our finances just fine. Thanks champ

Edit: I retract everything. You are absolutely right, if they move the home button down just a little bit it then they can fit the home button.

Now my hope lies that the earlier 8.5" rumors are correct which is most likely the point where it tips into Air 4-like bezels

100% agree. Ergonomics are important for everyone, not usually for Apple though.

I wish Apple would align the iPad line up with the iPhone. Keep the base iPad similar, switching slightly to last gen Air style but call it iPad SE. Then rename the current iPad Air to just iPad and then release a mini iPad in the same spec and form factor. Then keep the pros on top, so you'd have a line up looking like.

iPad SE (10.5") - $399

iPad mini (8.9") - $499
iPad (10.9") - $599

iPad Pro (11") - $799
iPad Pro (12.9") - $999

In this case id buy the mini instantly.

I thought the new iPad mini will mirror the new Air (4th gen).
That is having slim bezels like the Air, Touch ID on the power button , USB C and Apple Pencil 2 support and with A14 Bionic for $499.
I would think touchId in the power button would be cheaper than a home button... Also - you could then make a more compact device (height wise) - and I think Apple is building these things at such scale as they'd rather use less raw material in making them. Think of the material savings by getting rid of the chin.
