Apple refurbished are unlike any other company's refurbs. I've gotten refurbs from other companies, and they are packaged like and feel like refurbs. I've almost always been a little disappointed in what I received.

Apple's stuff is the polar opposite. For Apple refurbs, I've gotten a 27" iMac, two iPod touches, and two iPad minis. All pristine as expected. Aside from different graphics/writing on boxes, there really is no difference in what you're getting. When given the choice between a new Apple device or a refurb, I go refurbished every single time. No reason not to.
 
As stated previously, Definitely bare minimum get a 32GB. If you travel often and your iPad will be your go to device look into a 64GB. I originally bought a 16GB 3rd gen, and kicked myself In the ass until I finally sold it for a loss shortly after receiving it. Good luck
 
Is refurbished good for iPad?
It's not a matter of "good for iPad" but good for the individual and that's your call to make.

Is a refurbished iPad 4 still worth it? Or would I be buying something that's already obsolete?
Both are highly subjective matters. Again, for you to determine. It's worth it if it's of benefit to you. It's obsolete if it's no longer of use to you.

Going from an iPad 2 to the iPad 4, will there be huge differences? Yes, yes, the screen is retina and beautiful for text. But how is the color representation? How is the sound? How is the Wi-Fi strength? How much worse is the battery? If it has a dual core CPU just like the iPad 2, how is performance in comparison?
More subjective matters. You need to assess this for yourself. Check them out in person. Or buy and try and decide before your return period runs out.

You can poll all you want but there's no guarantee that anyone's opinions will be relevant to your own preferences. Get out there and try one for yourself and decide. For some usages there's not much gain. For other usages there will be gain.

I'd also advise you to try wiping your iPad 2 and running it stock to verify whether or not your performance issues are hardware or software/config/usage issues unless you're just trying to justify the new purchase to yourself.
