This is true for some.

But not all.

I am whining because some people with iPhone 3Gs are able to upgrade for 399 and I have to pay 599.

If you have a 3G under contract you should be able to do an early upgrade for $399.0 for the 16GB if you are eligible for the upgrade $199.99 for 16GB.
