The in-app stuff that people are assuming will delay 7.1 could also be entirely back-end and not actually have any dependency on the device-side OS.
History of what? Of apps requiring a certain iOS version? Or of certain we'll connected people having inside information that they sometimes share? All things that actually do have fairly good history of holding up.Fairly reasonable? See the history. See the sad case that I've just mentioned.

Exactly. But even if it required some update on the OS, nothing prevents a simple 7.0.7 release.
