Beta 3 was a clean install for me but I did the OTA to Beta 4...no issues at all and battery life is fine.

As someone stated before, if you hate it so much I would do an OTA update, and if you have battery issues or crashes then do a fresh install. But honestly, in a Beta 1 or Beta 2 release I would ALWAYS do a fresh install. Those versions are usually buggy enough on their own
 
This is what I do every Beta in detail:

- Download the full beta IPSW file
- Shift-Restore my phone in iTunes and point to that IPSW
- Setup the phone as "New"
- Go to iTunes and sync most of my apps and music
- Add my mail accounts, login to my apps, adjust settings.

I repeat this every Beta release.

Hardly a waste of time

Clean Install:

- fixed the battery running hot in Beta 1
- fixed the iMessage activation/deactivation loop that would make the keyboard lag in Beta 2
- fixed the battery draining issue in Beta 3

There is nothing wrong with running clean installs.
