It's probably an innocuous bug but I'm worried that it could be a side-effect of a malware/hack and that the update is not genuine.
It has been like this for a few months (I haven't updated past 14.4 because of it) so if it's a bug then it would be surprising that Apple hasn't fixed it already.
The only other thing I thought could be causing it is Little Snitch but I disabled it and that didn't fix it.
Any confirmation that this is a known bug or not security-relevant would be appreciated.
