Thanks for all the replies everyone. I did a live chat with eBay and expressed my concerns. The person seemed to agree with me so I opened a case and re-listed. If the buyer does not respond in 7 days it gets closed out and I get my final value fee back. If they don't agree they said I can contact them to get my credit back manually. I messaged the person and explained that I can not ship to unconfirmed addresses and asked politely to cancel the transaction, his money has already been refunded, but I have not received a reply.

You really have to be on your game when you are selling on eBay lol
 
I would suggest reading up on how you can be scammed taking the advice you just gave.

Not doubting you at all. Ive never been scammed since ive been a member since 2001. But i also say up front i dont ship internationally but they still ask me anyways. Im just saying his ratings look legit but if he isnt comfortable with it, just tell him and send back his money.
 
I'll only buy/sell items within the USA. You can always find a buyer here if you're selling a device worth selling.

I was told about the marketplace, which I would actually like to use, but I don't have access yet :(
 
As mentioned above, if uncomfortable...BACKOUT. I sold to someone in Russia back in Nov. At beginning of Feb, I got a message saying they never received the phone...I never responded back, and never got another message. I knew what they were trying to do, and just left it alone. Luckily they never tried to get there money back and I never had to fight it.
 
This is why I stopped using E-Bay, it just doesn't seem safe enough, not to mention the high fees, and the fact that PayPal support is terrible, or at least has been in the past for me.

For anyone following....woke up this morning to see that the buyer agreed to cancel the transaction. I received my final value fee credit :) You would think if he really wanted it, he would have tried to talk me into it.
