The seller does or VZW/Apple do? (Sounds like their fault, not the seller's.)
Correct and I have a new update Will. A senior advisor called me and connected me to engineering. They said somehow the phone was locked to AT&T. They did something on the servers and now a regular restore will fix it.

This seems like its correct bc when I got my sim free replaced at an Apple store, it showed a weird carrier in the settings called TFW. Engineering fixed it, I restored it and the TFW went away.

Told the buyer, lets hope it works after a restore.

I had this issue and Apple was able to get their "engineers" to fix it. After the Apple rep was unable to help me via chat, stating that Apple did not unlock iPhones, I simply asked to talk to a 2nd level technician. The technician informed me it was activated under the wrong policy.

"No problem! The mix up sadly happened as we don’t unlock devices, but you received a replacement device with an incorrect activation policy. I will be getting this submitted to the Engineers to fix it up. They say “24” hours to fix it, but I have seen anywhere between 30minutes to 2 hours till it fixes."

Apple is aware of this issue and they should be able to correct it - just ask for a higher up rep/technician. I referenced Verizon's unlocking policy several times to get the point across.

TFW is Straight Talk. Straight Talk offers a T-mobile & AT&T sim.
 
OP, ask the Sr Advisor to check if the phone is locked to TWO carriers.

I had this happen with a Replacement phone, and was a PITA to deal with.

After countless hours, they found out the phone was locked to TWO carriers. One of the carriers was in a country, where the phone wasn't even released until a month after I got the replacement.

It's nothing new they have implemented. This is an error caused by Apple when they activate the iPhone on their servers. All Verizon LTE phones are unlocked. If it is not, it is an error on Apple's side. Verizon can't legally lock an LTE device.
 
As of 11:00 AM, my iPhone is now accepting international SIM cards. Apple engineers fixed the issue. All is good. Hope this helps someone out.
