No, restoring from backup doesn't make it a clean install.Interesting theory... thank you... are you suggesting I perform an encrypted backup of iOS 14, completely erase the phone and install iOS 15, then restore from the iOS 14 encrypted backup?
Well if you are having issues which an in-place upgrade caused/didn't solve, then you have no choice.Other than the many hours of work required to re-enter a million passwords, change a million settings, re-authorize corporate apps with calls to I.T., etc.

Bot?All these Crying Babies should go back to school A to learn how to use device. it is not a bug... user error. Most of these user do not have enough cloud coverage. and they need to go to General -Iphone storage and click show all and delete all the garbage they have sitting in their iPhones, including IOS updates.
Apple may decide to release iOS 15.0.1 to address the storage bug and other improvements and security enchantments.
This is how I roll too. Usually by Christmas time the big annoying bugs are ironed out.Just ignore it until like .2 or .3, that's what I do. Especially now when they decided to stop their dirty tactics that trick you into upgrading and actually give you a choice between 14 and 15.
It started, in earnest, in 2013 with iOS 7. It’s not a B&W change (they messed up prior), but the problem really stood out with the horrible redesign of iOS, and spread outward from there. That’s the point for me where the Apple that sold me on their superiority stopped existing and today’s Wall Street Apple took over.Several years ago, all Apple customers that choose to upgrade became beta testers. Software “that just works”’ is definitely a thing of the past…

So here’s my theory/2 cents. This won’t apply to every screenshot I’m seeing but I have seen on numerous attempts at migrating directly from one phone to the new one at least, and sometimes with iCloud restores but for perhaps different reasons, that after the copying is finished, the phone proceeds in some order of post migration operations to clean itself up. One thing it seems to do and is a pain/ problem especially for folks with a lot of photos in particular is to upload photos copied over/restored, even if you have iCloud photos on, to see if there’s duplicates or not (I assume) and while the photos are stored in that working storage “other” category, it count that as system/other storage until it sorts through them all in some kind of de-duplication process. I’ve seen it cause people to run out of space even though there was plenty of free space in the old phone. I’ve seen cases where people somehow had tons of photos in their Camera rolls and after cleaning that up I could get the restore to work. I myself with a lot of photos saw something like this today with my 13 saying it only had 64GB of free space of 256GB when my old phone had something like 150GB free. But I’ve kept an eye on it and sure enough it’s gradually moving the quota over to photos and how much free space I have is increasing. At some point I saw a pause for iCloud uploading even post migration when my phone is fully migrated after taking my phone off the charger and using it for a bit. I bet overnight my storage will work itself and out and perhaps tomorrow look how it should.Well if you are having issues which an in-place upgrade caused/didn't solve, then you have no choice.
A few hours work is worth it though. If you are happy with in-place upgrades and don't have any issues then no need to do it, obviously.
