Windows runs slow without a SSD. Have you tried doing a clean install of 7, and then wasting the entire day going through all its updates? With a SSD it cuts the time by a lot. With OSX, if you don't have a USB installer, you just load up the restore screen, connect to the store, download the latest version, and you're done in under half hour.

As for applications loading slowly, you're going to have to ask the application's developers. In your case - Microsoft Office. It's not Apple's fault that Microsoft's application takes so long to load, because iWork apps load quickly.

On a side note: SSD's cut the down time, and increase productivity.

Windows 7, 8 and 10 all run better on a HDD than OSX does on a HDD. Faster boot and load times.
