It is. If the tip in the previous post doesn't do it, please do the following: Put the old mini in Target Disk Mode and connect it to the new mini. On the new mini, open System Profiler and post a screenshot of its Thunderbolt section. This allows checking if the new mini "sees" the old one. Then, post a screenshot of Disk Utility on the new mini.
Could it have anything to do with the OS? I am running Sierra after all...

I don't think so. Thunderbolt 2 is supported since OS X Mavericks (10.9).

(new mini) Looks like maybe I have the wrong cable or it's defective. Old mini says the same thing.
Yep, the other machine isn't recognised at all. Can you post a picture of the actual cable?
 
If the picture that you posted in #43 is what you have -- it's a thunderbolt cable, but thunderbolt 3 -- won't plug in to a 2014 mini at all. The correct cable looks the same as a Mini DisplayPort cable, except it will have the thunderbolt symbol on the connectors. If you don't see that lightning bolt symbol, then you have a Mini DisplayPort cable, which won't work when an actual Thunderbolt cable is needed.
 
The cable is definitely the right one - TB1/2 (I have cables and packaging here).
Did you check the display on the old mini once you initiated Target-Disk-Mode? Does a lightning symbol appear on the screen? Is the Thunderbolt-Thunderbolt-cable firmly plugged in?

I agree. The plastic part is shorter on the Thunderbolt 3 cable.
It doesn't say anywhere on the box or cable if it's a 2,3,or 4.

The clearly marked cable plugs neatly into the clearly marked thunderbolt ports on both minis.

When the old mini is in target mode the floating thunderbolt icon is on the screen. I even tried it the other way, making the new mini the target. Same thing; floating icon but no disk icon on the old mini.

I ordered from best buy and have until the 27th to send it back. Seems to me, with all this talent here (excluding mine, of course), the cable is a dud.

On a positive note, the samsung monitor sound is working again. Like me, it must have needed a rest from all the early morning chaos...

Stop fooling with target disk mode if it doesn't seem to be working for you.

Use a USB flash drive or an external USB drive instead.
 
If you have an ethernet cable, you could use filesharing as an alternative.
Well, I ordered a replacement cable which arrived today. Same results as the other cable. Would not recognize the cable. It must have something to do with my old OS is all I can guess. I may try your suggestion of an ethernet cable.
