I completely agree with the OP.

This is not an iOS vs Android issue (Android needs a close all button too!)

This is not a Ram issue. (although yes closing apps does help performance on an iPad Air. I have one. I've tested it).

This is just a usability issue. The multitasking UI doesn't help if you have every app you've ever run since the last time you rebooted showing up in that list. And closing apps one by one to get back to a clean slate is tedious and unApple-like. How hard would it be to have a simple x in the corner of the multitasking UI for close all. If this request were completely silly then why did Apple (and Android) allow us to close any apps at all. They must realize users would want a way to clear that list so why not make it easier?!

While I definitely agree it would be cleaner and nicer and wouldn't mind the option, the usability isn't really impacted since the frequently used apps will still be at the front of the list, so most of the time you would just need to scroll through a few to get to them and not even ever worry or look at any apps beyond like the first handful or so, thus not really impacting much of anything (aside from just how it looks and your perception of there being more items further on the list, which don't really play a role one way or another).
 
Then just kill the one app that is giving you issues, remove it, contact the developer, etc.

I've done that but hard to do when the phone is locked and unresponsive. I'm simply agreeing with the OP and saying I want a way to remove all apps from the recently used app list. This thread is all over the place for the reasons people want to do this: performance, memory, power, stability, etc. Apple should just consider it a feature request and do it.

I highlighted the word "typically" that people gloss over when referencing this quote. When it needs to be done it needs to be done. I typically don't have to reset my phone to use it because it's unresponsive. When I need to, I do. And when I don't clear my recently used app list I need to.
