Jason! I have my iPad Air now and here is the path I took:
Call Apple's 1800 number and, after explaining your problem nicely and pointing out the frequency of your calls, ask for the representative to speak to his supervisor. If his supervisor does not ask to speak to you himself at what seems to be the call's end, request it. If it's denied, call again. The supervisor will be able to call the Apple Store and resolve what is ultimately Apple's fault - not yours - by having the store give you the iPad Air without a receipt. The receipt will be emailed to you later when it has finally been processed.
