Strange overlapping ad not sure if intended

I haven't noticed this before today but it looks sloppy. The ad sticks to the screen when you scroll instead of going away. Covers up content more than it should, and Google's prompt remains in that spot if you close the ad. Whether this was intended or not I don't know, but it looks bad.
