T-Mobile will say it's Apple fault since it was introduced on iOS 10.2, Apple will say its the App and blame the App creator, and the App creator will blame T-Mobile because it only affect users on that network...and so on

Correct. The finger pointing is easier than working on fixing it:)
But since the App Dev can correct it on their end with a software update then they should do that right away to support their customers instead of waiting for the carrier to do something.
 
You guys were right, I got a call from Tmo's "executive branch" yesterday and was told that they know there's a problem but it's not up to them to fix and suggested I contact the app developer. I had already contacted the app dev who told me it's a Tmo problem and suggested I contact them. When I told the Tmo rep this he just said "I'm sorry, most likely there will be no fix from our end" but he at least gave me a $50 credit for my bill. End result, if the app dev for my specific camera can't fix the issue I won't have a home security camera anymore unless I find a public wifi spot to check from.

I'd go back to the dev and point out not only what TMo said, but that other camera companies such as Ring had their fixes in place within two weeks of the problem appearing. It's obviously possible to fix it from his end.

That said, it's irritating that TMo is aware of the situation and refuses to take action. I wonder why?

The only thing that works for me is using a VPN (like PIA or similar). No success any other way. Since TMO or Apple aren't going to do anything about it, the best hope is that the next final version of iOS will automatically fix this problem.

The only option would be the App developer needs to fix it on his end and put out an appstore software update.
Apple cannot fix it because carrier updates are put out from carriers and not Apple.
And Tmobile even though they broke it for many many apps will not immediately fix it until they put out a new carrier update newer than 27.1 and even then you never know if it will correct it for all conflicting apps.

Working fine over here too. I'd recommend backing up your phone, and then doing a clean install through iTunes (as the file structure has completely changed on this latest OS update).

I also gained an additional 3gb of free space after the update, a nice side bonus.

I am experiencing the same thing as before on 10.3.1 on T-Mobile. Went back and forth with a Ring Tech support agent testing different things, but still no joy.

Hmm. Did you do the carrier update? I updated to iOS 10.3.1 and TMobile immediately prompted me to update the carrier settings to 28.3. Everything works fine for me
