So it looks like people who want this coverage on 700mhz will be buying new phones by the end of this year.

A block

T-Mobile acquired the lower A block of 700Mhz spectrum. The iPhone currently doesn't support that band. AT&T operates on the lower B/C bands on a 10x10 LTE network while verizon operates on the upper C block. The A/B/C blocks were supposed to be combined and use only band 12. But, AT&T didn't like that idea so they created their own B/C band and thats band 17 they use on iPhones today. Verizon uses band 13 which operates on their respective upper C block. The only band that the lower A block that T-Mobile acquired is band 12. Currently no iPhone supports band 12 devices, but it is very likely the next iPhone will support band 12 as not only is T-mobile an official iPhone carrier, but at&t has stated that it will start to carry band 12 phones in order to create better "roaming" opportunities onto regional carriers that do operate LTE on band 12.

To sum up, T-Mobile's new spectrum is incompatible with iPhones of today and will most likely be compatible with future iPhones.
