As far as I know for a scratched cornea they use a tight patch so the person cannot blink.

Correct.
Blinking was like a hot needle in the eye.

The second. In Germany, you can choose between either 9 months of military or 10 months of community service.

I think the important thing is to get checked out asap even if you think it's a very minor injury - as I did.

I just noticed a second cut to my eye above my pupil - my doctor confirmed this and pointed out again how lucky I was.
