Tapping a notification shows an “Open” button instead of opening it

Tapping a notification slides the notification over and shows an “Open” button instead of just opening it

Anyone know what’s going on here? Did I change some setting that made this start happening? It’s an annoying little thing

Yeah I did, but this happens even after I've already logged in. Is it supposed to do that still? And can I fix it without turning Face ID back on?

Yeah, that's just how it behaves when Face ID is turned off. I don't really understand the reasoning behind it.

Guessing it's so that accidental taps don't show the passcode screen easily and potentially lock you out...but yeah, seems like they could just have notification open if you've already unlocked it.
