Canada will have to wait A LONG time for anything like this. As mentioned, Rogers, Bell, Shaw, etc (those that own the TV stations) own the broadcasting rights in Canada. That's why we don't have an HBO app, because Bell owns the broadcasting rights for HBO and wants to to subscribe to cable, so that's the only way to get it.
Changes are coming to Canada, though, as there are hearings going on to figure out how to regulate content over the internet as more and more people watch programming over the internet rather than TV.
City TV has an Apple TV app in Canada now. You can watch full episodes without a cable or satellite subscription for free.
The shows have commercials though which can't be skipped. And it actually glitched on me the first time I watched anything, and I was stuck in an endless loop of the same four commercials. But hey, at least it's a start!
