Heather can take charge of a kitchen, but I don't think she has chef skills - she can manage, but needs someone to catch the little mistakes here and there. She is a sous chef and always will be a sous chef. Virginia has no style of her own - her intent to "be Ramsey" isn't going to work. She really doesn't have the stomach to handle the kitchen day in, day out.
With the tests that Heather and Virginia had, the salmon for sea bass switch was a gimme while the lumpy mashed was too subjective. I really think that the spaghetti was the only fair QC test.

On one hand you have Keith. He has some attitude problems, but they usually don't come out in the kitchen (and I don't think you can claim Ramsey doesn't have attitude problems, either). He has never been at risk of going home because he turns out a good product and gets sh*t done. He nailed his QC test - and he was the first one it happend to, so he wasn't even on notice that things were going to be done wrong deliberately. He had a bad day and got sent home.
On the other hand you have Virginia. She's just not that great, and can't produce under pressure. She's getting by on sex appeal and luck (and perhaps some inside info about last night's challenge). She is the only chef that has questioned their own ability to run a restaurant, and I think she really can't handle it. She does well on the challenges, but fails miserably in real-world application. And seriously, her test was to see if she could keep her own order straight? That's a joke, right? I think it would be fairly easy to tell if someone brought you the wrong fish...

She has been sent up for elimination more than anyone else (do I sense a pattern of poor preformance?), and manages to flirt her way on week after week.
And then there's Heather. She definitely has an intensity no one else in the contest had. Like you said she's good at managing - she's a leader above all else. She was the core of the girls' team (as much as they would have hated to admit it), and she did a lot to turn around a struggling guys' team. Her problem is that she's extremely hit-or-miss in the kitchen, and that she alienates the people around her. Ever notice how when she has the opportunity to nominate someone for elimination she also says bad things about the person she's not choosing? She may be trying to put some doubt in Ramsey's mind, but it sure doesn't do much for her daily interactions with the other competitors.
Anyway, with Keith gone I think Heather needs to win it. At least she should have the wherewithall to be in charge of other people.
