I’m confused. So will the 15 come with a cord that has the C plug on both sides and I will need a charging block with the C hole?

Yes. Most of the newer charging blocks are USB-C anyways.
For example, I have a ton of Apple 20w power adapters, which all have the USB-C port. I'd just replace my USB-C to lightning cable with the USB-C to USB-C cables instead (which I also have plenty of considering I use them with my iPad)

Thanks. I have one block right now with the C port that I use with my iPad. I can easily use that one as I charge my iPad in the morning and my iPhone overnight.

Apple sold quite a lot of Lightning to HDMI adapters. Also, people who bought iPhones before 2020 got EarPods with Lightning included. But yes, I think the vast majority will not buy this adapter, because even if you do have some Lightning stuff lying around, you’re much more likely to switch them to USB-C as well instead of investing in a dead technology.
Maybe a lot of Verge staff will need this adapter but I don’t think it will be necessary amongst the typical iPhone user. The ports in my car are USB-A so I bought some Anker USB-A to C cables on Amazon. Got two for $10.

6’ USB-C cables are like 2 for $10-15 though. I don’t see the point of getting a $30 adapter when it’s cheaper to just buy new cables.
In the first 2 years of the iPhone 15, retailers will make a killing selling consumers overpriced dongles and adapters when it’s cheaper to buy brand new cables.

Gift the old cables to friends or family who still use lightening.

But CarPlay doesn’t typically have a Lightning cable permanently mounted, does it? Isn’t it usually a USB-A or USB-C port that you plug a Lightning cable into? (And therefore could plug a USB-C cable into it instead?)

Yup you can usually plug the appropriate cable to the car usb port. However this adapter may be helpful for users who are sharing a car - some folks having iPhones with lightning port while others having the new 15 series.
