I've been wanting to buy a secondhand iPhone 4 for a while and now that the release date for the iPhone 5 is just a week away, should I wait for a couple weeks after the iPhone 5 is released so it's cheaper?

Also, I've never owned an iPhone so this may be a dumb question but, I probably won't need an iTouch if I do end up getting an iPhone right? I'm thinking of selling my iTouch 4 so I don't have to shell out too much for a potential iPhone 4. Has the release date of the iTouch 5th generation been released yet?
