Could Apple repatriate cash from outside the US as a donation to Disaster Relief and bypass any Tax? Or would it be taxed, and then be written off by Apple?

True. The Red Cross is not the best, but they are around 90% getting to the local chapters. Texas specifically requested that the Red Cross be the central donation recipient. Hence, Apple's program was set up with the Red Cross.

I always check charities and ask exactly how much goes to actual aid for the charity....most are really low, like below 10%
There are some good ones out there, though...just make sure you check for yourself and ask questions before sending your help. They need your help, and the right charities are there...so are the scams...
