My time capsule shows up in finder under shared devices but when I click on it and it tries to connect it says 'connection failed' this is annoying as I would like to access the external hard drive that I have connected to it. I am having no problems at all doing scheduled backups to the TC via time machine

I believe it's a problem with the latest firmware (7.4.1). Downgrading to 7.3.2 has fixed this problem (and dropping PPPoE) for some. I have an AEBS which does the same thing. It's functional, as far as access point and [usually] Airdisks, but it will go into a mode where it is seen by Airport Utility (in the list), but can't connect. I haven't downgraded, yet, but I've very tempted. It did fix someone else's PPPoE issues, though.

Only fix for it getting into that mode is unplugging to reboot it (AFAIK).

Yeah I had the same problem with my aebs and a USB hard drive. Just wouldn't connect. It could be a password thing.

After you get it going however u won't have any problems connecting to it.

What's your TC's name?

I had the same probem and after I chose a name without any special characters it seemed to have solved the problem.
