I don’t think you have a dead capacitor. Try using any other USBC supply or your old mentioned extension cord (it still fits on the new bricks)
Can confirm that the advice from raythompsontn and BigBlur is bad. The "death capacitor" was not the issue. I replaced the charger for my MacBook Air after creating a spark inside during disassembly last weekend. Both the new and old chargers have the same exact electric tingle (aka touch current) issue which is fixed by simply rotating the plug 180 degrees.
