I say get a star tac... I'm kidding but that was the best phone I ever owned until the iPhone. Actually the razor was good for me too but if someone can get me a brand new star tac I would go back to verizon... No joke- the only reason it broke was due to a dare that my friends boot wouldn't kill it and it didn't until the fourth time he stomped on it- oh being young. Also disregard post- I'm drunk on a Monday- typnv this on an iPhone- off for the summer acting like I'm 18 again ( actualy have more fun at 29 though)
Simple wait for the palm pre. It will be on verizon in like 4 months. I know waiting sucks but it will be better for a 19 year old than all of those other phones. Blackberry is for work not play. I have the pre and the 3GS. I would now toss the pre in the trash if work didn't require I use it. But there is nothing out there that will fit your needs.
I STRONGLY advise against the BB curve if you want a good web browser. I have a curve 8320 (for work) and its browser is horrible. Like, "don't even bother" horrible. Granted that's compared to an iphone, but under no standard could its browser impress.
The storm is probably the phone with the best browser on verizon right now. But it doesn't have wifi (as most verizon blackberries don't, including the new Tour).
If you don't need it right now then wait for the Pre to come to Verizon. It's not perfect, but its OS is the only one out there that might just beat the iphone (I still prefer an iphone for other reasons, but if we're just talking OS, WebOS is pretty sweet).
If you do need it now and your criteria are a good web browser and wifi on Verizon... not sure what to tell you.
The Touch Pro has an excellent choice of browsers, I prefer iris browser myself, opera is also a good choice. Plus you can unlock it like other phones and put whatever rom you want, tons to choose from at ppcgeeks.com I use mightyrom with windows mobile 6.5. once you unlock it and put a custom rom on you can tether it to your laptop for broadband goodness on the go!

I find both Opera and the Bolt Beta to be fine, granted they are not Safari. Also I thought the OP just said wifi would be a plus, not really a deal breaker.
If you can wait there are rumors that the Tour is going to be rereleased with wifi later this year or early next, but by that time you will probably be out of contract anyway and able to leave Verizon.
