How much time does it take to get back the upgrade eligibility if pre order is cancelled? Does anyone have ATT number to call for cancellation?

For what carrier? I am on Verizon and the only thing showing for the past 6 hours has been 16gb 6 plus in sacramento, Im looking for bay area Space grey 6 plus.
