Maverick Preview 4 came out and the Dev center is down. It'll come out whenever Apple wants to release it.

Except the only reason that OSX DP4 came out today is because by putting out the update through the app store they bypassed the need for the dev center which is currently not working. And unlike iOS most OSX developers tend to not do a fresh install for every OSX DP. So really your argument is completely invalid as the release of OSX DP4 has no correlation whatsoever and a more proper correlation would be that when the Dev Portal comes back up we will see iOS 7b4.

And the dev center being up or down has no correlation as to whether or not an iOS beta update was planned for today to begin with.

No but it is a more apt assumption to make that to just assume it would come out with the OSX DP

Yes but like I said very compared to iOS devs very few OSX devs care to do a fresh install every update. So they wouldn't be upsetting a mass amount of devs by only allowing for OTA updates. Like I said I am not saying that this is correct but to assume the iOS beta would come out today because OSX did is definitely not the right way of looking at this either
