Ok, I was able to replicate it. Doesn't happen all the time. Not something that I would downgrade for.
 
Here's a video. You can hear the click and see the lag in effect. On the iPhone with iOS 8.4, and iPad Mini with 8.3 (and every other iOS ever, except the ios5 betas) the second you hear that click, the screen is lit. You can clearly see the delay here. It a HUGE problem for me, but can be irritating, for sure.

I've had instances where pressing the home button wouldn't do anything. Not something that happened often, but sometimes. This has been across pretty much al versions of iOS 8 and 7. This seems somewhat more frequent for those that see it, but has less of an impact that no response at all.

See the video above...although it's only 1-2 seconds, I personally have never seen a delay this long for the screen to illuminate when pressing the home button...and I power cycle dozens of iPhones and iPads at the end of my shift. This is definitely exaggerated. OP, is your delay just like this one?

What happens if you just press and let go (so not to unlock it)? Does it stay dark and then come on a second later?
 
I think it has something to do with the music app in 8.4. There must be some sort of memory leak. Others (including myself) are complaining about lots of lag after using the music app.

Yeah I agree there seems to be a memory leak. Apples released quick updates before so in hoping for an update in a week or less. How this garbage gets passed 6 weeks of testing is beyond me.

Yessir. In that case the lock screen pops up after the same delay. BUT, just as with the OP - this only happens when the screen has been off for about a minute. If I lock the device and then repeat, it behaves normally. Big difference. Below:
 
The fact we are on 8.4 with more bugs popping up is simply ridiculous is it not? Try quitting out of Apple music app and testing again.
A whole redesigned app and new service is introduced with system integration, not unexpected that there might be some
sort of bugs.
 
Yeap same here on iPad Air 2. I notice a 1 second lag after I press the homebutton. Display stays dark for a second. That is really annoying if you ask me :/
 
Crazy, I was coming here to report that I could no longer use Touch ID AT ALL - even rebooted multiple times and didn't restart the music app. Well, I just killed it via task switcher and now it works again.

Yeah, I'd say apple has a significant leak/bug on their hands.

I had that on both my Air 2's with 8.3 but this is different. Wit what your describing we had to press the home button again for it to unlock. It was very rare and I only happened the odd time, bizarrely it hasn't happened since I updated to 8.4

I have absolutely no other problems with anything else with the update, none of the stutters or lag that other people have been seeing is happening on mine. I have played the music app for hours both in the foreground and in the background and no lag other than unlocking and even that isn't really lag, it is just that the lock screen doesn't show.

For the people that are complaining about this, don't ever get an android phone if this bothers you.

This is happening intermittently on my Air 2. The lock screen flashes for a split second (in a glitchy way) before the home screen pops up. Also, when this happens, screen rotation doesn't function at all. If I lock and unlock, it works fine.

Can anyone else verify that screen rotation doesn't work following this little glitch?

and that's just how it should be? The point is 8.4 has been in testing since mid-April...this shouldn't be happening.

No probs here with my Touch ID. Tried to replicate it many times and nothing. Even waited a few minutes before trying again same. Rotation even works after unlock. Doesn't seem to be affecting everyone. This on my 6+ on 8.4 via OTA.

The issue is on the iPad air 2, not the 6+.
 
Just tested further and it happens every time I leave the iPad asleep for 30 seconds or more. The lock screen glitchiness doesn't bother me, but the rotation issue is annoying.

Waiting a few minutes doesn't do anything. Which is probably why people think we are full of it. The same way Apple does their testing apparently....oh it works for a few seconds, must be fine SHIP IT! It could take hours to start having issues.

Actually I tested at different intervals. 1 min, 3 min, 5 min, 15, 30, 45......even tried multiple times. Was still ok. However I misread that it is affecting iPads.

Ditto. Also iPad Air 2 specifically. Any other Air 2 users out there, note the video I posted above. I've read some others having the same issue today. Bug was reported, and I'm sure it will be addressed. There should not be a 2-3 second delay when pressing the home button, especially when it is only after sitting idle like this. True first world problem, I know.

I was also able to replicate the screen rotate issue. Just picked up the iPad for the first time today, unlocked and went to rotate right away - there is no animation. Very strange bug. This only happens immediately after an unlock. See video:
