Mines working again, haven't done anything since starting the thread and seeing the front page article on it. Just left it assuming 8.3.1 might come along.
Just gone in to the app store to get an app and it asked for my touchid.

Yes this is fixed now. Nothing you have to do on the device (as long as the settings are enabled). It was a server side issue apparently.
 
It will bring up the request for TouchID but it 100% fails every time. :(
Password option works great.

Works fine now for me. Before it would never bring up the TouchID option (the reported issue). But now it comes up and actually works for me (iP6).
 
I just tried it and that didn't work for me.

I did notice under Settings>TouchID that "iTunes and AppStore" was turned off, but turning it back on again didn't help. Purchases in the App Store only asks for a password and doesn't give you the option to use Touch ID.

All my third party apps that use Touch ID work fine, as does unlocking the phone.

turn off passcode for AppStore , reboot and turn on.
