If ones needs are truly that basic, simply using the free Web builders that come with registering a domain name is another option.

To be honest, website building apps are becoming or are already a commodity. The business of web design is slowly dying with the plethora of off the shelf templates. Why pay a developer unless your needs require specific customization or function.

Yep, basic sites (and the tools to maintain them) are such a commodity. I've been in the tech sector for 25+ years, built one of the first CMS products, seen the high end design market come and go (we developed some major brands for $100Ks). Heck, I'm involved in some major development, and I rarely engage a designer, the UI/UX components are available right on-the-shelf.
 
Setting up your own website would definitely give it a more professional look. I am not a big fan of web builders due to their somewhat limited layout features, they won’t really work out for me. I'd rather recommend grabbing a cheap premium theme at TemplateMonster, Elegant Themes or elsewhere on the web that would perfectly match your own envision. On the other hand, many beginners are advised to opt for Blogger as it is completely free of cost and will be hosted by the ever reliable Google with no downtimes.
