They can be different - there may be a minor update within before the official (public) release - I doubt there will be an RC2 to reflect those minor updates IF there are any. As you see here on MacRumors, Apple is already seeding 11.4 and tvOS 14.6.

Hey all! As you might have heard tvOS 14.5 was released yesterday and appears to fix the surround sound issues with Home Sharing and the tvOS Computers app. Huzzah! 🎉 (I'm especially happy to see this update as the same tvOS bug affected my Surround Speaker Check app as well.)

Finally! I can't wait to update. This bug was so annoying!

Yep. All is good now with surround sound and no issues with pause freezing. About time!
 
No issues with getting surround on movies on 14.5 non 4K version here….. however….


If I’ve been watching a movie in 5.1 and then I play a music track, it is output as 5.1. If I then do a restart of the Apple TV and play the music file, it’s correctly in stereo output to my amp. Still like this in 14.5.

Very strange behaviour

Same behaviour whether it’s set to Auto or Change to DD.

I am not getting 5.1 sound from my Apple TV 4K after the update. Not on any app or movies from my own collection. On some 5.1 movies where the dialog comes out of the center channel exclusively, there is no sound at all.
 
I can watch a movie on the Apple TV app on the Apple TV and the sound bar will not register Dolby 5.1 but if I watch the exact same movie from the same location continuing where I left off on the Apple TV app built into my smart TV, the sound bar does recognize the 5.1 and it sounds the way it should. Basically the Apple TV is still messed up. I am getting pretty frustrated as this has been going on for 6 months.
