My Nothing 2 has no SIM and it still got the alert. It was connected to WiFi.

I can see the need and use for a National Alert that goes to all like this and the occasional testing of it. Couple of things I was surprised about:
1. Alert went to devices without a SIM also (test phones just connected to WIFI)
2. It did not alert on my AW Ultra
3. One of my phones displayed in Spanish instead of English (one of the test phones)

Oddly (I think), my 15PM, which was on Wi-Fi with the cell radio turned off, did not get the alert. My wife’s 15P, which had both cell and Wi-Fi turned on, did get the alert. If a device that is connected on Wi-Fi only doesn’t get the alert I think the goal is defeated, possibly on a huge scale. There are lots of places in the U.S. where there is no cell signal.
 
So do I, yet I was woken up by this god forsaken alert.

It was explained earlier in the thread: these types of emergency alerts bypass all other settings. It was Congress that mandated that, so look up which of your representatives voted for that and don't vote for them next time they're up for re-election.

This test seems to have a number of gaps.

The enabling legislation was passed in 2008.

Edit: The change in the law mandating that carriers override customer alert settings for Presidential and FEMA alerts was passed in 2020 as part of a larger defense authorization bill. Passed 295-125.
