Just download your full resolution photos so if you ever feel like editing when outside you don’t need to use your data. And have a couple of seasons of TV and some films downloaded for emergency loss of internet.

In your Photos settings do you have Optimize iPhone Storage checked or Download and Keep Originals? My guess is you have the former checked. Turn on the download option then you’ll see your true storage needs.
