After you have hit Cmd + Shift + c (go to computer) you can browse to :

name_of_computer/name_of_disk/Users/toni, and see if the OS X default folders are here or not.

Example :

Toni's iMac/Macintosh HD/Users/toni/default_folder_here.

If toni's account only has Applications, Conduit, Desktop, Documents, then something when wrong in this account and you won't find the Library.

TM backups ALL by default, unless you exclude some specific folder/file.
 
A general hint: instead of attempting to make individual files or folders not hidden, prefer to show hidden files.

http://secrets.blacktree.com – Secrets – at the head of the page there's a link to a preference pane that makes it easy to show hidden files in Finder (in the pane, it's amongst the top secrets).
 
I downloaded the link you described from secrets but am unable to open it. Message states that it is from an unidentified developer and therefore cannot be opened by Mavericks.
